SAFER Santa Rosa County is a humanitarian association of independent organizations who may be active in all phases of disaster.


SAFER Santa Rosa is not a competing or exclusionary organization. SAFER Santa Rosa is intended to be a network for organizations active in disaster. Each SAFER member organization will maintain its own identity and independence while closely collaborating with other SAFER Santa Rosa member organizations.


SAFER Santa Rosa County, Inc. is a 501 (3) non-profit charitable organization that serves as a COAD for Santa Rosa County, Florida. COAD (Community Organizations Active in Disaster) is a group of community organizations, businesses, nonprofits and individuals working together to plan for, respond to, recover from, and mitigate various disaster related needs.


This has been a conscious decision in order to ensure there are adequate services throughout the entirety of the county and resources are not separated or duplicated. This also allows the opportunity for the coming together of current agencies and resources to identify gaps in potential service deliver. It will take the entire county working together to fully recover from a disaster, not a single community.


As such, SAFER is considered to be both a VOAD (Voluntary Organizations Active in Disasters) and a COAD (Community Organizations Active in Disasters) And in recent times these two terms are often used interchangeably although their definitions are slightly different..

A VOAD is a community organization made up of public, private, volunteer and nonprofit agencies and organizations who may be active in all phases of disaster: preparation, response, recovery and mitigation. A VOAD enhances the ability for all communities involved to mitigate, prepare for, respond to, and recover from disasters.

A COAD is a community organization made up of public, private, volunteer, and non-profit agencies and organizations who may be active in all phases of disaster: mitigation, preventions, preparedness, response, and recovery. COADs often do not provide direct services but provide a network through which individual organizations can more effectively address their mission and goals during all phases of disasters.
